RIOS connects Institute services, the operating platform and the Field Lab & Academy through measured residencies. Each physical step must improve delivery, evidence quality or partner reach before it adds fixed cost.

1 · Portable residencies

Portable equipment, short rentals and host-site deployments validate programs with the least fixed cost.

2 · Florida Field Lab

A climate-controlled, professionally upfitted high-roof van extends safe canine transport, field observation and mobile instruction after explicit procurement gates.

3 · Partner venues

Recurring host relationships create geographic reach without premature real-estate commitments.

4 · Leased hub

A flexible Florida base becomes reasonable only after repeat demand, capacity utilization and contribution economics are visible.

5 · Owned campus or specialized asset

Ownership is an option after the operating model proves the need; it is not a starting assumption.

Field Lab operating standard

Animal welfare first

Secured crates, independent climate control, redundant temperature monitoring, ventilation, shade, water and documented emergency procedures.

A real mobile work system

Washable surfaces, auxiliary power and shore power, compact water and wash capability, sealed storage, field instrumentation and reliable connectivity.

Procure after gates

Confirm program demand, upfit design, payload and axle margins, HVAC redundancy, insurance, operating policy, vendor warranty and fully funded contingency before ordering.

Marine remains partner-led

RIOS may run bounded coastal education or canine field programs through qualified vessel operators, lawful charters and approved partners. The base plan includes no vessel purchase, vessel debt, refit budget or parent-company marine exposure.
