Development build: no email is actually sent

Real email delivery is not connected -- there is no mail provider, and per D-042 no legal entity to open an account under. The mechanism itself is real: the link is generated, expires, and works exactly once. In this build it is written to the server's console and to a local file instead of being posted to a mailbox.
